会议宣读了《厦门铁路公安处关于设立派出所驻企警务室》的通知，首批选派10名专职民警在厦门、厦门北、漳州、龙岩站派出所开展驻企警务室工作。
随后，民警代表和站段领导代表先后进行表态和发言，12位参会站段领导就驻企警务室及警企协作工作进行座谈交流。

谋篇布局：下好统筹策划“一盘棋”
近期，厦门铁路公安处党委以“警力下沉、关口前移、预防为先”为理念创新，设立派出所驻企警务室工作机制。优中选优，挑选首批10名善做群众工作、警务经验丰富的专职民警，通过派驻至重点站段企业，进一步加强与站段企业联系的桥梁和纽带。

公安处牵头、各派出所迅速响应，坚持规范管理，主动联系铁路企业，研究驻企警务室建设方案，创新“建立一项管理制度，设置一套考核标准，开展一场业务培训，建设一个示范点，签订一份纪律承诺书”等“五个一”举措，以铁的决心、快的节奏、严的要求，全力抓好组建工作。

精耕细作：跑出机制建设“加速度”
今年来，厦门铁路公安处会同各铁路企业召开多轮专题研讨会，全面梳理驻企警务室建设需求，研究解决实际问题，创新管理运行机制，为“一企一警”工作模式顺利开展筑牢扎实基础。

信息共享，在预防预警上发力。依托“日沟通、周研判、月总结”警企信息共享机制，驻企民警常态化开展信息分析研判工作，统筹人防、物防、技防等要素，建立企业安全档案，将风险隐患建档管理，确保底数清、情况明。

平安同创，在群防群治上发力。通过组建“警企巡逻队”，建立警企一体化的联防联控机制。依托职工“人熟、地熟、情况熟”的先天优势，形成“1警+1群”的治安巡防一体化体系，警企协同开展治安巡逻、隐患排查、安全宣传等工作，打造平安同创的防控新格局。

警务前置，在服务职能上发力。通过前移警力、前置警务， 驻企民警直接对接企业和职工需求，优化服务保障，提供法律咨询、矛盾调解、代办证明等“一站式”服务，力争做到让职工足不出企就能解决铁路公安管辖范围内的“急难盼愁”之事。

成效渐彰：绘就平安铁路“新图景”
驻企警务室推行后
取得了初步成效
近期，2名铁路职工因生活琐事发生争吵，其中一人情绪激动，驻企民警接到报告后，迅速对当事人开展法律宣讲、政策解读、谈心谈话等工作，最终两人在警企双方见证下，握手言和。

龙岩工务段驻企民警发动铁路干部职工，按照“每走一步，就是一次治安巡防、也是一次安全宣传”的要求，积极参与治安巡防，营造了“人人都是治安巡防员”的良好氛围，开展宣传200余场，整改物防隐患13个、消防隐患21个，辖区保持案事件零发案，有力确保了铁路运输安全。

厦门北动车所驻企民警联合铁路企业建立“一人一册”心理健康档案，梳理不稳定因素7个，与企业共同做好日常监管工作，保持铁路职工队伍持续稳定。
